WP7 Dissemination and consultation of stakeholders

Objectives

The objectives of this Work Package are twofold. First, it will organise the consultations with the stakeholders necessary to make sure that all our analyses and results are consistent with the real world issues felt as energy security priorities by those that have to face them in their day to day activities. Secondly, it will take care of the communication of the results of the project to the public, by means of a broad range of dissemination methods.

Description of work

Task 1: Carry out stakeholder consultations on the subjects covered by WP 1-6

The feedback of the stakeholders will be sought by means of thematic workshops on the main topics analysed by the project. The meetings to be carried out will be tailored on the characteristics and specific expertise of the various categories of stakeholders consulted (representatives of national governmental institutions, of local authorities, industry associations, consumer associations, NGOs, etc.). Moreover, European institutions will also be consulted, in particular DG TREN and other DGs affected by the various aspects of security of supply ( e.g. DG Environment, DG Competition, etc.). Most workshops will be organized in Europe, but we will also organize three workshops in the three major energy supplying regions for Europe (Russia, North Africa and the Gulf). This will allow differences in the respective points of view to emerge and will encourage the dialogue on issues that are crucial for the growth and welfare of both types of countries.

Thematic Workshop for WP1-WP2-WP3 (methodology, value of energy security to consumers, scenario story lines) in Brussels (1 day) in Month 12 (organized by CEPS with the contributions of FEEM, BATH and OME);

Thematic Workshop for WP5.1-5.2-5.3 in Paris (1 day) in Month 23 (organized by OME, with contributions of GRCF, CEPS, RAMBOLL);

Thematic Workshop for WP5.4-WP5.5-WP5.6-WP5.7-WP5.8 in Milan (2 days) in Month 24 (organized by CESI RICERCA/ERSE/RSE S.p.A. with contributions of TUD, LEI, Fraunhofer, FEEM, OME and CEPS);

Workshop for WP6 (results and policy recommendation) in Brussels (1 day) in Month 33 (organized by CEPS with contributions of FEEM and OME);

Regional Workshop in Moscow (1 day) in Month 31 (organized by ERIRAS);

Regional Workshop in Algiers (1 day) in Month 34 (organized by OME);

Regional Workshop in Dubai (1 day) in Month 35 (organized by GRCF).

Task 2: Organise Dissemination activities

The ultimate goal of the project is to increase the knowledge about the various aspects of energy security of supply, and the fact that this knowledge will have an important impact on energy policies and ultimately on the welfare of the European citizen, calls for an adequate dissemination of the results. The following activities will be put in place:

A policy event (audition) at the European Parliament in Brussels (in Month 35 organized by CEPS), in order to communicate our key messages and results directly to the European decision makers. Given the unique standpoint of the European parliament members, their feedback will be particularly precious in order to fine-tune our recommendations on the needs and priorities of the European Union.

A Final Conference in Brussels (in Month 36, organized by CEPS). This event will summarise three years of research activity and will present the key results of the project. Top-level key note speakers will be invited to present their ideas about security of energy supply, and to discuss the SECURE results in view of the state of the art in their disciplines.

Ancillary dissemination activities such as:

  • A SECURE project website: The web site is a working tool and is used at a twofold level. (1) Intranet service. Timely and efficient intra-partnership communication is essential to the proper implementation of the co-ordination activities. The intranet service is mainly directed at the following activities: Circulation of preparatory and internal work (both scientific and administrative); On-line exchanges of information on emerging social or scientific issues; Forum for internal debates; Refinement of the work plan. (2) Dissemination of information. The web site acts as an informative tool covering: broad information on the co-ordination activity; presentation of both activities and results; useful documentation, links and references in PDF files. Also, all Workshop/Conference proceedings will be available on the SECURE Website.
  • Participation to external conferences. Partners will be encouraged and assisted in the presentation of the project and its preliminary and final results, both during and after the end of the project. This includes the participation to events organised by the European Commission relevant DGs, and to other international events of primary relevance in the field of energy economics, management and policy. Participation to such events and results to be presented is previously agreed within the Consortium and the EC financial contribution to the project is properly acknowledged. All partners participate to the identification of relevant events to which SECURE can be presented.
  • Scientific publications and Policy papers. Partners will be encouraged and assisted in publishing their results in peer-reviewed journals and working paper series. FEEM and CEPS have a significant publishing experience as well as own (peer reviewed) working paper series.
