Workpackages Description

The EPI-Water research project is developed in seven Workpackages (WPs) and the research activities are structured into three consecutive steps, as described in the plan of the work. Below there are the descriptions of each WP and their main objectives.

 

WP 3: Review of empirical evidence, experiences and lessons learned

The WP3 conducts a review of empirical evidence, experiences and lessons learned from the practical applications of the economic instruments in Europe and beyond. The scope of the review is to explore conditions under which the EPIs perform well in practice. A large number of economic instruments will be reviewed as ex-post assessment exercises. The review will examine some 30 case sites, covering a range of different instruments which operate under different geophysical and socio-economic conditions. Out of these 30 review instances, around a third will be commissioned to “Non-EU” researchers and experts from the “Inspiration beyond the EU” group, coming from the EU neighbourhood countries and oversees (USA, Brazil, Canada, Australia, Israel, Chile, South Africa, Morocco and China). The review reports will be structured around common criteria including policy focus (water management and water-focused climate adaptation initiatives), policy design/goals, empirical effectiveness and efficiency, experienced constraints and where applicable, the successive solutions to them.

WP 3 - OBJECTIVES

  • Conduct ex-post assessment of economic instruments in Europe and elsewhere, using the common assessment framework defined under WP2
  • Identify hydrological, socio-economic, cultural and institutional conditions under which EPI can i) operate in practice, ii) be effective/efficient as well as conditions which iii) limits the risk of implementation failure
