Workpackages Description

The EPI-Water research project is developed in seven Workpackages (WPs) and the research activities are structured into three consecutive steps, as described in the plan of the work. Below there are the descriptions of each WP and their main objectives.

 

WP 2: Framework for assessment and evaluation

WP2 develops a comprehensive assessment framework that guides all EPI-Water research. It will clarify the criteria & indicators towards which the economic instruments will be assessed, including environmental outcomes, economic efficiency, financial revenues, transaction costs for regulator and regulated entities, social impact and equity issues and policy implementability. Mediating factors such as institutional set-up will be explored. The framework will be complemented with a toolbox containing the methodologies and tools that are used to assess the above criteria. Particular attention will be given to National Accounts and their application for supporting policy decision on economic instruments. Guided by WP2 partners, the framework and toolbox will be tested and applied in WP3 and WP4 for the ex-post and ex-ante evaluation, with refinements being proposed when necessary to fit with specific geo-physical, socio-economic and institutional conditions. Finally, it will structure policy and methodological lessons developed under WP5.

WP 2 OBJECTIVES

  • Develop a comprehensive assessment framework and toolbox (F/T) able to capture and investigate the performance of EPIs,
  • Guide the application of the F/T in the WP3 and WP4, and refine it when necessary to meet the specific characteristics of the case studies,
    • Revise the F/T according to the insights and lessons learned from the WP3, taking into account the results of the WP3 review workshop organised in months 13.
