What is resilience?

According to CRUE ERA-NET resilience is:


"Resilience (e.g. on property level): Is the ability/capacity to recover from (or to resist being affected by) some disturbance or perturbation, i.e. to reduce the consequences of water incursion".


The definition of the UN-ISDR is: "The capacity of a system, community or society potentially exposed to hazards to adapt, by resisting or changing in order to reach and maintain an acceptable level of functioning and structure".


Basically, resilience deals with how systems and people can cope with, in the case of FREEMAN, a –possible- flood. Can, for instance, communities cope with this threat? If a flood does happen, can they adapt to this new situation? And how easily can they recover once the flood has passed?
