SECURE Project - Security of Energy Considering its Uncertainty, Risk and Economic implications

SECURE will be carried out by a strong consortium of 15 Partners with a diversified expertise and from 11 EU or European Economic Area (EEA) countries. The consortium also includes key organizations from the main energy supplying regions to Europe or with strong links to these suppliers in order to integrate also data, information and points of view of EU’s external energy supplying partner countries. This is the case of one Russian partner and two EU/EEA Consortium Partners with a strong focus and close links to Middle-Eastern and North-African energy suppliers.
In addition to the project consortium, a Stakeholders’ Committee will be set up where representatives of all the main players from industry, regulation, policy-makers will be able to give their feedback to the project methodologies, results and policy recommendations.

The SECURE project is quite complex and is composed by 17 workpackages.

The Work Package on methodological developments provides guidance to each of the areas of research: the elicitation of user attitudes to energy security (WP2), the development of qualitative long term policy storylines (WP3), the modelling of the impacts of insecurity and of the responses to energy security using economy-wide and partial equilibrium models (WP4) and the modelling of impacts and responses to impacts by type of energy source and including accidents and terrorist attacks as well as the demand dimension of energy security (WP5).
WP4 will not only provide an energy scenario framework, it will also carry out quantitative risk analysis and compare the costs of measures to reduce energy security (WP4 and WP5) with perceived benefits (as given in WP2), as well as the measurable economic benefits (WP4 and WP5).
The results from WP 4 and WP5 will feed into the overall Results and Recommendations (WP6).
All along the project, WP7 will organize Stakeholders consultations and at the end of the project it will disseminate the projects results.
